The detour sign when approaching from Bethesda points to the right (Susanna Lane would be to the left). A rider I met tells me it detours onto East-West highway. That sounds dangerous! I have met several cyclists who have found it easier to take the trail and then sweet talk the workers to let them walk by.

I agree with Steve - the signed bypass on East-West Highway is useless. There are some suggestions on how to make the bypass work a bit better at www.silverspringtrails.org, but it is worth trying to take the trail.
