The same group, URS, who made their own bike lanes and bike boxes has now changed signs in the Toronto subway from "No Bikes allowed except..." to "Bikes allowed except.."
Toronto's subway allows bikes except during rush hour, similar to DC's. URS would like to see Toronto allow bikes on during rush hour, but restrict bikes to the last car. They get the same basic answer "no" but without the awful safety argument and they do talk about new trains that will better accommodate bikes.
Also, the TTC is working on a report on how to better integrate bicycles and how to be more friendly to them (including parking, bicycle stair channels a.k.a. bike troughs, and better signage). It seems that Toronto allows bikes on escalators.
