It's outside the Vienna/Fairfax-GMU Metro station. Not sure why the photo - the racks have been there for years (I used to live near here), so it's not news.

Evidently, this is *Metrorail* bike parking in Fairfax County, and the good-news message is that those lousy Rack-3 contraptions are finally GONE!
