I don't think that the bike share system that was to be launched next year has been scrapped. It has been delayed, sure, but my understanding is that it will start deploying next year regardless of decisions by the Copenhagen govt. as the partners include the City of Fredericksburg (people think it's Copenhagen, but technically it is a separate city) and the transit authority.
