Velib bikes in Paris come with cable locks built into the bikes. If you think dockblocking is bad here, it is absolutely epic in Paris.

Occasionally you need to park a CaBi not at a dock. It doesn't necessarily show more need for docks, unless you we're talking about the point where there are several docks on every city block.
That said, my wife once locked her dockblocked CaBi to a rack outside Union Station to catch a train on time (lucky she happened to have a lock handy).
