are helmets manadatory on the Goddard reservation?

Being NASA, shouldn't it have rocket flames or something like that?

Not that I want to disagree, but the next picture clearly shows "Bike helmets are not required (except for under 16), but are encouraged."

Well, maybe they changed or are ignoring the rules?

According to a friend who works there, the program started last week with 36 bikes: http://goddardcyclists.wikispaces.com/bikeShare

The flyer I have on the GSFC bikeshare does not say helmets are required. Only says that users must comply with state laws and riders <16 years old need a helmet.

I feel very confident that there was once a mandatory helmet rule on base. I was either wrong, or it has been removed as I can't find reference to it anymore.
