Is is legal to tie up to those planters?

General rule is if it's in the public space and it's vertical, and it's not a tree or fire hydrant, you can lock to it.

On the other hand, that tree fence looks taller than the maximum 18" permitted...

Scofflaw trees

There are signs over by the IMF buildings on K Street to not lock bikes to the railings ... it's hard to see the signs because of all the bikes locked to the railings.
