They're working on it. They're getting more aggressive with the vendor. I can say that the reason they are not fixed now is not because DDOT is unaware or unconcerned.

I forget if this is the lighting issue related to wiring being stolen by scrappers, PEPCO/vendor issues or something else?

Something else. I think they're not performing as promised and the vendor is not fixing them as they should under the agreement.

Is this bridge to the Metro only, or also for just general foot-bike traffic to get over the tracks?

It's to the Metro station, but outside the faregates, so it will be for general traffic too.
