One-time funding of $227k for two pieces of snow removal equipment ($127k) and construction of an equipment storage facility ($100k)
To man it, they're shifting some existing parks staff who clear library parking lots to do the trail stuff instead and adding the library parking lots to an existing plowing contract at a cost of $65,000 per year.

65k + 127k + 100k ~= 300k


Good god don't let this get out or people will be screaming that it's a boondoggle.

It's a sad state of affairs when you have to de-advertize public services, but there it is and that's the world we live in.
