At 1:08 the example is someone going with the ped signal, legally. Also legal left turn with car signal at 1:26. And a bunch of examples where people caught the tail end of the light or went when there was no traffic (e.g. Penn & 13 1/2 St).

It's a good thing that cars never run reds. That would be dangerous...

Ha! That's actually me making that left turn at 1:26. As the video shows, I'm making the legal left from Pennsylvania Avenue onto 13th Street, going through right as the green turns to amber and turns to red while I'm halfway through. I'm still not sure if they were highlighting me as an example of someone following or breaking the law...
