While appreciating that your source is the Washington Post, I should point out that the Capitol 'Cross Classic, as the title implies, is NOT a mountain bike race but a cyclocross race. Often, mountain bikes are allowed in some categories of these events, but a cyclocross bike is what's supposed to be ridden for a cyclo-cross race.

I had the pleasure of racing at the Capitol Cross Classic
chris is right...
it is a cyclocross event
not a mountain bike event
mountain bikes are allowed with bar ends
but the racer would be disadvantaged with the shorter wheels and wider tires
the day was an amazing day for racing
for both spectators and participants
the course was challenging
the competition was intense
I was humbled
