So it was too late to go to the meeting when I posted this, but it's not too late to get a comment in since the deadline is Dec 15th according to the Gazette.
The tentative design features an 8-foot-wide shared-use path along the west side of the road, a 5-foot-wide sidewalk on the east side and a 5-foot wide bike lane. The new shared-use path would connect with two existing paths, one south of Bradley Boulevard and one that runs between Wootton Parkway and Montrose Road.
I'm not sure how to comment since the article doesn't say. But I'd start here.

One resident, who stands to lose a tree barrier between his home and the road said:
‘‘We do need appropriate bike and walking paths, but they are better placed in [parks] and not on a major commuter road."
He seems to think of bikes as recreational toys and not transportation devices.
The Montgomery county site where the info was supposed to be has a cool animation of the Forest Glen Pedestrian Bridge and the EA report on the Silver Spring Transit Center, for those who are interested.
That "shared-use path" sounds an awful lot like a sidewalk. Eight feet wide is really narrow for bikes.
