It's not a pannier, but I can highly recommend Chrome Messenger Bags. Not only are they uber-hip, they are also indestructable and waterproof even in the most ugly of conditions. I have the largest size (the Kremlin), which is big enough for my work clothes and lunch, and a number of other items as well. They even work when I'm forced to wear a suit to work. I recommend the cellphone holder - not for talkin' on the phone while riding your bike, but for finding the phone easily once you've pulled over.

While they don't offer the garmet bag like the one listed (though Jandd makes a nice one with a built in raincover), I swear by Arkel Overdesign bags. They can be a bit pricey, but the quality of the materials/construction, useful design and amazingly simple yet genious hook system make them by far the best panniers on the market. Their customer service is excellent as well. My handlebar bag mount suprisingly broke towards the end of a tour, and they overnighted with AM delivery (not cheap at all)a replacement at no cost to me.
