Data like this would seem very suspect, in any city. I've talked to half a dozen riders at least who have stated at some time that they were in a collision with a car, but were not injured enough to require a hospital visit, and no serious damage to car or bicycle was done, and a police report was not filed. To me this would seem to indicate that a large number of collisions go unreported - and hence the data might be biased to those where only a police report was filed. Of those collision reports I have heard, all the riders said the drivers were at fault. Those types of collisions really must be counted before anyone can really say who is more to blame.
