Maybe he means a fashion crime. Tunnels under highways are so 1990's
Of concern is a proposed 150-foot bicycle and pedestrian tunnel slated to run under the Intercounty Connector from Briggs Chaney Road to Fairland Drive. "We said 'Whoa!' when we saw that," Bob McFadden, president of the Tanglewood homeowners recreation association said. "It seems like a crime waiting to happen."
What are the alternatives? You can go under the road, over the road (like at Georgia Avenue) or create an at-grade crossing. The best way to prevent crime, is to make sure the trail is busy. So they should be working for the best possible/most appealing trail that can be built.

And yet they won't build a tunnel under Briggs Chaney Road or any of the roads along Rt. 29 that we have to stop and wait at traffic signals to cross. Why? Partly because of concern over crime. But here's something interesting: The car dealerships have been fighting the US 29 path there because it would infringe upon their God-given right to use someone else's property as if it were their own. I suspect the tunnel is related to that, but someone needs to look into this. There is no need for it to be under a tunnel, and if that's their solution, then why can't they tunnel the ICC path under Rt. 29?
