I contacted some people at the Wilson Bridge project - they're always so responsive, it's nice - and here is what they said about it.
The WWB Project put in the base of the trail and
Maryland National Capitol Park and Planning Commission (MNCPPC) paved it
this past August.
Eventually this trail will be a link in the overall Anacostia River trail network, connecting DC's Anacostia Riverwalk trail to Maryland's Anacostia Tributary Trails. MNCPPC is scheduled to begin construction on the connection between the Bladensburg Riverfront Park and the new section in Spring 2009. The section of trail to the south between New York Avenue and the new piece is currently in the design phase.
Meanwhile, in DC, Mayor Fenty announced the completion of a $42 million public-private partnership to fund and maintain the 5.5-acre Waterfront Park at the Yards. The park will include a small portion of the Anacostia Riverwalk Trail (albeit a portion where bicycles are prohibited)
Construction is planned to begin this January, the developer hopes to have the park open in time for the Nationals’ 2010 opener
These updates are much appreciated! I did head down Kenilworth and travel through the industrial backroads to find the finished section but I never did... There was a train settled along the tracks and no way for me to get beyond it at the time...
