Going back into the vault a bit is this article from the summer.
Montgomery County Executive Isiah Leggett (D) has unveiled proposed regulations that aim to make roads friendlier for pedestrians, cyclists and the disabled, while keeping the needs of motorists, emergency vehicles, utilities and the environment in mind.
The standards allow tailoring to local conditions, with features such as more public transit, bicycle and travel lanes, street trees and rain gardens, as well as revised speed requirements.

On October 27 MoBike and WABA testified before the County Council in favor of the County Executive's proposed standards regarding road dimensions, especially bike lanes and/or wider outside lanes, but we also testified in agreement with the Planning Board which insisted on slower target speeds on urban streets. The Council makes the ultimate decision.
