GGW writes about the Whitman Walker Zoning hearing. They, like everyone else, want to build less parking than required. [Add this to your list of the ways we subsidize parking. When we make builders add parking they don't want, we make parking cheaper. But forcing a builder to do spend extra money is a lot like taxing. Anyway...]
- Provide bicycle parking in the garage (accessible to residents and retail employees) and exterior bike racks for the public
- Pay for a one-year SmartBike membership for all initial residents and business owners
Along with some other items.
Cheryl Cort, of the Coalition for Smarter Growth, testified at the hearing and added, among other suggestions:
- Bicycle shower facilities for employees of the retail businesses
GGW also reports
So, I guess no free SmartBike memberships.

Shower facilities are essential.
I understand they could be costly but you can have it as part of a building gym and charge a low monthly fee for the employees (or the employer can subsidize it instead of parking or whatever other incentive they have).
I know that I would never bike to work without having the gym showers available in the building ($40/ month) or at least in the immediate vicinity.
