Montgomery, Arlington and Fairfax counties have committed to stopping the growth of overall emissions by next year. The District has set a target of reducing emissions 7 percent below 1990 levels by 2012.
But local governments don't have the federal government's power over such major emissions sources as autos and power plants. And now their options are diminished by tight budgets.
On Thursday, a panel in Montgomery proposed measures including solar panels on county buildings, bike paths for carbon-free commutes and interest-free loans for homeowners who want to give their houses a green overhaul.
But Leggett, the county executive, said he had not yet decided which ideas the cash-strapped government would take on.
