Seattle's version of WABA, the Cascade Bicycle Club, issues an annual Report Card on Bicycling. It's a good way to give the media a chance to talk about cycling since everyone loves a ranking system. Overall they gave the city a B, with pavement quality getting a D (I hear ya) and reported bicycle thefts getting an A+ (Wow, envy...). It's a good idea to feed the media a story like this. Of course the comments brought out all the usual complaints (cyclists should have licenses/pay taxes, cyclists/drivers/pedestrians break the law, etc...) we see here.
