Lot 31 is the oh-so-glamorous name for the parking lot along the southeast side of the Capitol Crescent Trail across from Bethesda Row. A mixed use development is planned for the site (above an $89 million parking garage that ACT and the Sierra Club are calling a boondoggle) and will include a few improvements for cyclists, according to the site plan.
Along the north end of the trail, a plaza will extend from the trail to the doors to the building - treating the trail as street frontage instead of presenting a blank wall (like the way the new Courtyard along the Met Branch Trail did). A footpath will parallel the CCT from the south end of the plaza to the south side of the property where it will connect with a new 12 foot wide bike/pedestrian trail spur. This new trail spur will run along the south side of the property from the CCT to Trail "Drop-off" along Woodmont Avenue. The Drop-Off is a semi-circle 50 feet in radius that will allow for trail users to enter traffic at Woodmont (I think). There also appears to be some landscaping along the west side of the trail, subject to approval from the adjacent owner and Montgomery County Parks and Planning.
Though utility work has already begun, work is not scheduled to begin until Spring 2011.
