I don't understand how this Giro thing is going to work, or why the Giro or the teams involved would want to do it in the first place. Why would they want to pack up all their shit and ship on over to the good ol' USA for three days just to pack up and come back all jetlagged to Italy for the rest of the race?

Because it beats the cobblestones and road furniture of Holland where the Giro started this year. They also had to transfer by plane (delayed by the Icelandic volcano activity, no less).
If you have to pack up, you might just as well pack up for 8 hours instead for 2 (of course, the team cars drove to the Italian stages)...
Don't forget that this has the potential to fundamentally shift the perception of the Giro d'Italia as the race before the Tour de France to THE Race to watch in the US.
If it doesn't work, everyone will be all "I told you so" but it seems worth the risk to make a move to increase media coverage and make a competitive play regarding the Tour.

Agreed with Eric W - it's all about trying to get at that US market. The racers might not like it, but these events are mostly about $$$.
