The CityRyde founders must be talking about a nationwide program of about 1 million bikes. I doubt a bike would earn more than $1-2/year.
The offset gets you about $1-2/ton. To offset 1 metric ton of emissions requires saving 400 gallons of gas. I find it hard to imagine a scenario in which a bike offsets more than 400 gallons per year in our area--alot of the rides will represent new trips, or displace walking and metro, not cabs or owner-occupied cars. Some may displace personal bikes.
