How come Emanuel, who was elected after Gray, already has a new DOT head and we don't?

Gray's still searching for a DDOT head who will satisfy his supporters who wanted bikes outlawed from the public roadways, while not alienating those who want expanded cycling and pedestrian infrastucture.
