I think both the poverty element & changing priorities element have a fair point. While I tend to think it's more the latter, that could easily be because I have blinders on- I don't exactly live in a poverty-stricken neighborhood, so when all I see around me are middle-class folk on bikes: I'm naturally going to get the feeling that it's changing priorities -- not necessarily the lack of other choice -- that's what is driving the change.

But regardless of how poverty contributes to the rise in bicycling: I wouldn't disregard the core message behind that- bicycling is a great way to enable a greater transportation reach at considerably lower cost for those who cannot or choose not to afford it.
