Actually, the opposite would be best. Let the cars with their big old engines deal with the uphill climb. Let the bikes ride flat.

Is this the GW Parkway or Washcycle's idea for a tunnel is Rosslyn?
Americans are fat enough they can afford to bike uphill a little.

Cold? Bike up a hill.
Tunnels are fun to bike through. The only problem with this being near the GW parkway would be flooding.

This is not in DC. It's just a suggestion and I concede that something exactly like this won't work. As for the hill, if you're going from the trail to Memorial Bridge, you're going uphill anyway.
