How steep is this hill.?

There's a Strava segment for it ("dumphill") that says it's 0.3 mi. and 5.3% grade, for 76 feet of climbing.

Note the elevation profile - the first 1/3rd or so is barely inclined, so the challenge is progressive. It could continue another 30-40 feet in 0.2 miles, except there's a gate at the top with no bike gap or curb cuts.

This isn't really a terrible climb, but it's a terrible accommodation to include in a project that's been in progress for 15 years with no clear completion date in sight.
