Anyone know if on same side, the ART under East Capitol bridge is open--was closed last year and prevented a continuous trail from Benning to South Capitol

Though this morning (wed 17 Apr) they had the barrier across the north (Penn Ave) side of the path, (collapsed on one side however) but a break in the barrier for the road. The south side had the road completely closed but the path open.
