People often ask me about buying used bikes and I usually point them in the direction of the Bike and Roll annual bike sale. Sadly, they usually ignore me. But the two people who have listened to me have been happy with their purchases. That is a small sample size, but it bodes well.
This year's sale is September 8th, 11AM to 4PM at their location at the old Post Office Pavillion. Get there early I hear.
I bought a 24" bike for my kid there last year and I've been happy with it. It had a lot of miles on it but it was a good quality bike. Much better than trying to chase deals on Ebay or Craigslist. He rode on it with me from Cumberland to DC.
The staff was very helpful, they really wanted to make sure I was buying the right size bike. Which got a little comical, because my son wasn't with me. I knew what size bike he needed, but I couldn't quite remember how tall he was or how much he weighed. Eventually I had to just tell them I was buying the bike whether they liked it or not!

Between Phoenix, VeloCity, and now The Old Bike Shop, the used-bike market's fairly healthy right across the river.
