Looks like maybe it's part of BART,going with the other photograph? Makes more sense than it being part of Metro. Color doesn't look right, and there's no way they'd have bike parking down there.
I was impressed with the BART train--how they had a special portion of the cars set aside for cyclists/bikes, and how everyone seemed to get along just fine. This was not rush hour though.

Many BART stations have full-length mezzanines, which they sometimes use for bike parking (attended or open). Imagine if, instead of the tall vaulted space above Metro platforms, there was more floor space above -- that's the space.
