I believe this is at the south end of the Wharf development between M and P Streets SW along the Washington Channel of the Potomac.The Anacostia Riverwalk Trail will use the Promenade in the front and a trail currently is on the east side of this plot from the Titanic Memorial at O, past the Thomas Law House, to 6th Street. It looks like that will remain.
According to SWLQTC, a building permit was just issued for this.

It's between M and N, on the parking lot across from the dinner-cruise boats. The dinner cruise terminal is at lower left in the rendering, the police pier at the lower right corner. And no, the river's never that color.

But it will be. Yeah, I hedged by going to M and P, and since it looks like the police pier is between N and O. Maybe it's between M and O.

I wish they wouldn't name things after people who are still living. There's still time for them to do something so embarrassing that the subject has to be renamed.
