Those are parking curbs, not armadillos. DDOT tried armadillos on two blocks but did not install them correctly (too much space between them) and then eventually installed parking curbs.

Not to pile on, but U-turns were/are not just a "potential" safety problem. I was hit by a U-turning taxi in 2011, and I know two others who were hit as well - one got a broken arm, also in 2011, and the other was last year. I know we weren't the only ones.
