In October, DDOT presented to ANC-6A a plan to add bike lanes to the east and west sides (11th and 13th Streets SE) of Lincoln Park as well as a a contraflow lane to the 100 block of 11th Street NE (11th Street is one-way on this block, but goes in both directions north of it and south of the park). Lincoln park already has bike lanes along the the north and south sides (East Capital Street), so these would compliment those. The ANC opposed the contra-flow lane, and after discussion, DDOT agreed to instead install a standard bike lane in the direction of traffic on that block and this design was approved by the ANC.
With ANC approval, bike lanes installation should begin soon.
I lived for four years at a house between 10th and 11th Streets a few blocks north of Lincoln Park. For much of that time, my bike commute included riding on 11th all the way from my home to the 11th St Bridge. On the way home, I would usually just detour a block over to 10th, but a contraflow lane would have been very welcome. I don't really see a point in having a lane in the direction of traffic, though - the street is already effectively two lanes wide, so I never had issues with being closely passed or anything like that. I figure the lane is going to be full of idling double-parked cars anyway unless they tuck it next to the curb. So in summary, I think the original plan was good and the new one is pointless. Oh well, I don't live there anymore.
