Studies can be great but in this case, they could have bought 2 stations with 13-16 bikes each. They're not pouting concrete, if it doesn't work in one location, couldn't it just be moved.

The purpose of the study is not to decide where to put the bikes, but to see if a system can be put in place to address the security concerns of the Sergeant at Arms and Capital Police (as I understand it and Rep. Graves alludes to those). I don't really know what those concerns are.
