In 1983 DC wasn't doing a very good job of funding bicycle projects. The District wasn't even committing enough money to get the full federal match, leaving more than $1.3 million on the table. The DC Council was authorizing the money ($465,000 in 1982), but the Mayor just wasn't spending it.
Michael Replogle, now the Deputy Commissioner for Policy the NYC Department of Transportation, then the chair of the government affairs committee of the Washington Area Bicyclist Association, wrote a letter to the Capitol Hill Gazette to complain about the low level of investing. [You might remember Replogle from his efforts to close Beach Drive to automobile traffic in 1981 or to make Bethesda more walkable in 2009]
