For some time now, DDOT has been planning to close the gap in the 14th Street bike lane (between Florida Avenue and Columbia Road). There is a climbing lane in the north/uphill direction and sharrows in the south/downhill direction. It sounds like the bike lane doesn't quite make it to Columbia, but instead ends a little bit short, but maybe they just aren't finished yet.
Finishing touches for the 14th St NW buffered bike lane from Florida Ave to Columbia Rd. Thanks @DDOTDC @BrianneKNadeau #bikedc pic.twitter.com/NiupxyzFsN

A road diet is making this possible. 14th is being reduced from four lanes to two with a turning lane and bike lanes.
I think they just aren't finished - the pre-striping is in all the way to Columbia.
I really don't like the sharrows downhill. The climbing lane is great, but now going downhill it's just a single lane. I do a lot of riding on an Xtracycle and bikeshare. Even downhill it's tough to keep up with car traffic, and now they can't really go around.

No thought to float the parking off the curb and provide protected bike lanes?

I suspect they thought of it, but for some reason couldn't get it done. In my experience they start with the full-on PBL and then find themselves forced down to something else.
