The data in Fatality Analysis Reporting System (FARS) has been updated for 2015, and though it should help shed some light on the only DC fatality that year - the Christopher Brewer one - there are still a couple of key questions.
Looking at his form we learn that Brewer wasn't wearing a helmet and that he tested positive for Cannabinoid use, but also that he doesn't appear to have done anything to cause the crash.
Interestingly, the 72 year old femail driver also tested positive for Cannabinoid use and also wasn't listed as doing anything wrong.
So, what exactly happened? This can't really be a case where no one did anything wrong. Did the police just decide that no one was at fault and end it there? Or was that done later, after the form was completed? [I believe that the FARS form is submitted shortly after the crash, but that the cause of the crash may not be determined until after that. The forms are then not updated, limiting their utility. Or so I've been told.]
