Setting aside music, even riding with ear plugs is subject to a fine. In my subjective experience, being inside of a car still dampens more street noise than biking with ear plugs, so maybe we should fine auto drivers who don't drive with their windows open?

Trucks at close range put out over 85dB, which is the level where OSHA requires ear protection at a workplace. I'm going to flaunt this law and continue to protect my hearing.
